Add CONTEXT.md index and context-loading task

First use of the CONTEXT.md pattern — thin index pointing to
context/ topic files, loaded by context-load at session start.

+## Status
+In progress — testing and iterating.

+## What exists
+- `scripts/context-load` — Walks from cwd upward, loads CLAUDE.md, CONTEXT.md, MEMORY.md, BESTPRACTICES.md files, directory trees (depth 3), cwd `*.md` files, and git-status-report output. Deduplicates via symlink resolution.
+- `scripts/start-claude` — Wrapper that runs `context-load` and passes result via `--append-system-prompt` to the `claude` CLI.
+- Both symlinked into `~/sbin/`.
+
+## What to test
+- Run `start-claude` from different project directories and verify context is complete and correctly ordered
+- Check token budget — is the output too large for some projects?
+- Verify CONTEXT.md and BESTPRACTICES.md are picked up when they exist
+- Confirm git-status-report output is clean (no ANSI artefacts)
+
+## Future direction
+- CONTEXT.md will be the primary mechanism for orienting independent agents running in Docker containers
+- Each agent gets the full context load, with its starting prompt pointing to the relevant CONTEXT.md entry
